  • Science and technology play a vital role in the development strategy of various sections of the society.
  • Schemes operational under the SEED Programme have been formulated with the broad objective of providing opportunities to motivated scientists, engineers and field-level activists to take up time-bound research-oriented projects with inputs of science and technology for the benefit of disadvantaged sections of society.
  • Projects are implemented through S&T institutions, University departments and S&T based voluntary organizations

Atal Jai Anusandhan Biotech Mission – Undertaking Nationally Relevant Technology Innovation (UNaTI)

  • It is expected to transform the Health, Agriculture and Energy sectors during the next 5 years. This mission includes the following missions-
    • GARBH-ini – A Mission to promote Maternal and Child Health and develop prediction tools for preterm birth.
    • IndCEPI – A Mission to develop affordable vaccines for endemic diseases,
    • Development of Biofortified and Protein-Rich wheat – contributing to POSHAN Abhiyan,
    • Mission on Antimicrobial Resistance for Affordable Diagnostics and Therapeutics
    • Clean Energy Mission – Innovative Technology interventions for Swachh Bharat.

National Mission on Nano Science & Nano Technology

The following areas of research have been identified for immediate attention

  • studies of free atomic and molecular clusters, cluster assembled materials, low-dimensional structures and quantum dots,
  • nano-electronics and nano-photonics,
  • applications: nano-coatings, nano-device based sensors and diagnostics kits, controlled and targeted drug delivery systems, nano-phosphor based display devices, etc..

Global Innovation and Technology Alliance (GITA)

  • IT is PPP between Department of Science & Technology (DST) and Confederation of Indian Industry (CII).
  • It aims towards enhancing the country’s innovation ecosystem.

Long Term Core Support – Technological Advancement for Rural Areas (TARA)

  • This scheme under SEED Division is essentially to provide long term Core Support to Science and Technology (S&T) based NGOs to promote and nurture them as “S&T Incubators” / “Active Field Laboratories” in rural and other disadvantaged areas to work and provide technological solutions and effective delivery of technologies for livelihood generation & societal benefits.
  • Programme Focus:
    • Focus to support for innovation (i.e. technology development/adaptation) & working technology system with multiplication.
    • Long-term Action Research Programmes with defined goals for development, field testing and adoption of appropriate technologies to address location specific needs rather than “institutional support”..
    • Focus sharply on demonstrable replicability and enterprise models: shift to non farm and service sectors.
    • Especially to support core S&T manpower otherwise difficult to retain in grassroot organizations.
    • Strengthen a network of S&T capable organizations in the country for application and propagation of appropriate technologies to address location-specific user needs through participatory approach.

UMMID Initiative  | Schemes Of Ministry Of Science And Technology

  • Government has launched UMMID (Unique Methods of Management and treatment of Inherited Disorders) initiative
  • NIDAN (National Inherited Diseases Administration) Kendras have also been launched.

IndiGen Genome Project

  • The CSIR has conducted Whole Genome Sequencing of 1,008 Indians from different populations across the country.
  • The whole genome data will be important for building the knowhow, baseline data and indigenous capacity in the emerging area of Precision Medicine.

Redefined Units of Kilogram, Kelvin, Mole and Ampere

  • The recent open session of the General Conference on Weights and Measures (CGPM) at BIPM, has unanimously adopted the resolution to redefine four of the seven base units, the kilogram (SI unit of weight), Kelvin (SI unit of temperature), mole (SI unit of amount of substance), and ampere (SI unit of current).
  • The new SI is being implemented worldwide from 20th May 2019 i.e. the World Metrology Day by CSIR-NPL in India.

Prime Minister’s Science, Technology and Innovation Advisory Council (PM-STIAC)

  • PM-STIAC is an overarching body that assesses specific science and technology domains in India, and formulates interventions and roadmaps.
  • It advises the Prime Minister on all matters of science, technology and innovation.
  • The PSA’s office held 4 meetings of the PM-STIAC beginning October 2018 and key national missions emerged from the discussions and are being driven by the Office of the PSA. In March 2019, Prof. K. Vijay Raghvan shared details of the nine national missions guided by PM-STIAC.

Research & Development Support – Multidisciplinary Research in Science and Technology (SERC)

  • The Department of Science and Technology, as a part of its S&T promotional activity has been supporting R&D programmes under Science and Engineering Research Council (SERC). As per guidelines issued by the Planning Commission allocations have been earmarked for spending under the SCSP Rs. 8 crore and TSP schemes Rs. 8 crore. This includes the new initiatives “Programme for Research Initiatives in Mathematics Education (PRIME)” and “Empowering Opportunities for Excellence in Science for SC&ST”.

Programme for Special Technology Development & Coordination (Technology Development Programme)

  • The programme is aimed at developing indigenous technology through joint projects with industry and socio-economic Ministries.
  • It also includes activities relating to development of Natural Resources Data Management System (NRDMS), Patent Facilitating Cells (PFC), Instrument Development Programme (IDP), Joint Technology Projects (JTP), Inter-Sectoral S&T Advisory Council (IS-STAC), Disaster Management Cell (DMC), National Spatial Data Infrastructure (NSDI), Fly Ash Unit (FAU), National Good Laboratory Practices Compliance Monitoring Authority (NGLPCMA), National Mission on Climate Change and Solar Energy Research Initiative (SERI).
  • As per guidelines issued by the Planning Commission allocations have been earmarked for spending under the SCSP Scheme Rs. 6 crore and TSP Scheme Rs. 6 crore.

S&T Programme for Socio-Economic Development | Schemes Of Ministry Of Science And Technology

  • The following plan schemes S&T Entrepreneurship Development, Science & Society Programme, Women Component Plan, S&T Communication & Popularization, which were hitherto separate Plan schemes have now been merged and renamed as – S&T Programme for Socio Economic Development – insofar as budget outlays are concerned.
  • The Scheme SCSP has helped in demonstrating technology packages and enhancing livelihood opportunities for SC population by capacity in several sectors in association of S&T based field groups and S&T institutions.
  • The beneficiaries under this scheme are SC community only. Tribal Sub Plan (TSP) Scheme has achieved significant breakthroughs in developing and demonstrating technology packages in several sectors with the association of S&T based field groups and S&T institutions working in tribal areas.
  • DST role in these initiatives has been catalytic where technology development and demonstration aspects are focused.
  • As per guidelines issued by the Planning Commission allocations have been earmarked for spending under the SCSP Rs.9 crore and TSP schemes Rs.5 crore.

Modernisation of Mapping Organizations (SoI and NATMO) | Schemes Of Ministry Of Science And Technology

  • Survey of India (Sol) and National Atlas and Thematic Mapping Organization (NATMO) are operationally two different entities, but insofar as the budget outlays are concerned the fwo schemes have been merged and renamed as Modemnization of Mapping Organizations.
  • The Survey of India, the principal national surveying and mapping organization is mainly responsible for producing topographical maps and providing survey support to the defence forces and various national development projects in the country.
  • The National Atlas and Thematic Mapping Organization set up in 1956 primarily aims at preparing National Atias of India.
  • Subsequently, its scope and activities were extended to new fields of geographical research, thematic mapping covering 3ll the academic and applied aspects of geography and allied subjects.

International Cooperation: (Indo US S&T Forum, Indo French Centre for Promotion of Advanced Research, S&T Programme of Cooperation with Other Countries and Indo German Science & Technology Centre)

  • This includes the programs of S&T cooperation with the United States of America, France, Germany and other developed and developing countries to undertake collaborative projects in the identified thrust areas in frontiers of S&T and programs of cooperation in related areas of science for basic ressarch and to explore other possible areas for future cooperation.
  • This includes annual contributions to Centres for the Non Aligned and Other Developing Countries and the International Council of Scientific Unions and affiliated Unions and Committees.
