Why in news?

  • The Union Minister of Panchayati Raj released a Model Panchayat Citizens Charter.

About the Model Panchayat Citizens Charter

  • It is prepared by the Ministry of Panchayati Raj (MoPR) in collaboration with National Institute of Rural Development & Panchayati Raj (NIRDPR).
  • It is a framework for delivery of the services across the 29 sectors, aligning actions with localised Sustainable Development Goals (SDGs)
  • It aims to Provide Services to the People in a Time Bound Manner, Redressing Their Grievances  and Improving Their Lives.
  • Panchayats are responsible for delivery of basic services as enshrined under article 243G of the Constitution of India, specifically in the areas of Health & Sanitation, Education, Nutrition, Drinking Water.
  • The Panchayats will utilize this framework to draw up a Citizens Charter and adopt it through a resolution of the Gram Sabha by 15th August, 2021.


  • The Citizen Charter would ensure transparent and effective delivery of public services for sustainable development and enhanced citizen service experiences; deepening inclusive and accountable Local Self Governments by incorporating diverse views while designing and delivering services.
  • It will help in making the citizens aware of their rights on the one hand, and to make the Panchayats and their elected representatives directly accountable to the people, on the other hand.
  • PRIs are responsible for delivery of basic services as enshrined under Article 243G of the Constitution of India, specifically in the areas of Health & Sanitation, Education, Nutrition, Drinking Water.

Other Initiatives for PRIs

  • eGramSwaraj: It is a user-friendly web-based portal which unifies the planning, accounting and monitoring functions of Gram Panchayats.
  • Rashtriya Gram Swaraj Abhiyan (RGSA): Launched in 2018, this centrally sponsored scheme is an effort in the direction of achieving “Sabka Sath, Sabka Gaon, Sabka Vikas”.
  • People’s Plan Campaign (PPC)- Sabki Yojana Sabka Vikas: It aims to draw up Gram Panchayat Development Plans (GPDPs) in the country and place them on a website where anyone can see the status of the various government’s flagship schemes.

What is a Citizens Charter?

  • A Citizens Charter is a tool by the Government to achieve good governance to improve service delivery, enhance citizens’ satisfaction about the services provided and increase the responsiveness of the Panchayat functionaries.
  • The concept of a Citizens Charter first came into being in the United Kingdom in 1991. In India, the concept of the Citizens Charter was first adopted in May 1997.
  • Six principles of a Citizens Charter (as originally framed) are:

  • Accountability
  • Value
  • Standards
  • Choice
  • Quality
