Government of India’s Approach towards Left Wing Extremism (LWE)

  • The Central Government has adopted an integrated approach to deal with the menace of Left Wing Extremism (LWE) in the areas of security, development, enforcing rights and entitlements of local communities, ensuring good governance and public perception management.
  • The State Governments specifically deal with various issues related to LWE activities in the States. The Central Government closely monitors the situation and supplements the efforts of the State Governments over a wide range of schemes on both the security and development fronts.
  • In dealing with this decades-old problem, it has been felt appropriate for the Government that an integrated approach aimed at the relatively more affected areas would deliver results.
  • With this in view, a detailed analysis of the spread and trends in respect of Left Wing Extremist violence has been made and 106 most affected districts in nine States have been taken up for special attention with regard to planning, implementation and monitoring various schemes.
  • However, ‘Police’ and ‘Public Order’ being State subjects, action on maintenance of law and order lies primarily in the domain of the State Governments. The Central Government closely monitors the situation and supplements and coordinates their efforts in several ways.                        Government of India’s Approach towards Left Wing Extremism (LWE)
  • These include providing Central Armed Police Forces (CAPFs) and Commando Battalion for Resolute Action (CoBRA); Sanction of India Reserve (IR) battalions, setting up of Counter Insurgency and Anti Terrorism (CIAT) schools; modernisation and upgradation of the State Police and their Intelligence apparatus under the Scheme for Modernization of State Police Forces (MPF scheme); reimbursement of security related expenditure under the Security Related Expenditure (SRE) Scheme; filling up critical infrastructure gaps under the Scheme for Special Infrastructure in Left Wing Extremism affected States; providing helicopters for anti-naxal operations, assistance in training of State Police through the Ministry of Defence, the Central Police Organisations and the Bureau of Police Research and Development; sharing of Intelligence; facilitating inter-State coordination; assistance in community policing and civic action programmes etc.                                                      Government of India’s Approach towards Left Wing Extremism (LWE)
  • The underlying philosophy is to enhance the capacity of State Governments to tackle the Maoist menace in a concerted manner .
  • In order to bring Left Wing Extremists into the mainstream, the State Governments have their own surrender and rehabilitation policies. The Central Government reimburses the expenditure incurred by the State Governments on rehabilitation of surrendered Left Wing Extremists in terms of its own policy in this regard.
  • The Government of India has revised the guidelines for ‘Surrender-cum ‑ Rehabilitation Scheme of Left Wing Extremists in the affected States’ with effect from 1.4.2013.
  • The rehabilitation package in the revised policy, inter-alia, includes an immediate grant of Rs. 2.5 lakh for higher ranked Left Wing Extremist (LWE) cadres and Rs. 1.5 lakh for middle/ lower ranked LWE cadres who surrender before the State Government concerned. Also, these surrenderees would be provided a monthly stipend of Rs. 4000/- for a period of three years for vocational training.                                                        Government of India’s Approach towards Left Wing Extremism (LWE)
