  • Coming to the major and most important aspect of the subject, namely the need for adherence to ethics in national affairs and public activities within the country, one facet relates to ethics in the behaviour of groups within a nation.
  • This involves a question: How far ethical norms and moral principles actuate the policies and programmes of different national groups in their dealings with other groups within the nation?
  • The groups may be religious or linguistic or may be groups brought together by political ideology, like political parties or may be formed on the basis of economic affinities like labour or workers union or organizations of industrialists or traders or farmers.
  • There may also be groups based on professions or avocations or their present activities like lawyers or doctors associations and student bodies.
  • The question which has to be faced in this context is: “How far should these groups stick to ethical norms and moral principles in the pursuit of their interests and what attitude should they adopt in the event of a conflict between those norms and principles and the interests of the group?”
  • Another question which would also be relevant is: Which should have primacy if there be a clash between national interest and the interest of the group?
  • The second facet of the need for adherence to moral values in national affairs and public activities within the country relates to the question of how far ethical norms should govern the acts of the individual in his public life.
